The Regular Meeting of the Town Board of the Town of Macedon held March 9, 2017 at the Town Complex, 32 Main Street, in the Town of Macedon and 10205 Burnt Store Road, Punta Gorda, FL 33950 was called to order by Supervisor Sandy Pagano at 7:30 p.m.

RESOLVED the Town Board schedule a public hearing on March 23, 2017 at 7:45 pm to hear public comment on the proposed Local Law No. 2 (2017) entitled a Local Law establishing zoning requirements for Solar Energy Systems.

 

BE IT FURTHER RESOLVED, the Town Clerk is hereby directed to publish the following legal notice in the upcoming publication of the Times of Wayne County designated as the official newspaper of the Town of Macedon.

RESOLUTION NO. 81 (2017) FIRE PROTECTION DISTRICT PUBLIC HEARING SET

WHEREAS, on March 15, 2016, the voters of the Village of Macedon elected to approve the Village’s Plan for Dissolution, which requires the Village to dissolve before April 1, 2017; and        

 

WHEREAS, to enable the Town to contract for fire protection on behalf of the residents residing in the dissolving Village, the Town desires to establish a fire protection district which shall include all parcels of land currently within the incorporated limits of the Village of Macedon; and

 

WHEREAS, the Village has entered into a contract with South Macedon Fire and Rescue to continue to provide fire protection to the residents of the current Village of Macedon through December 31, 2017; and

 

WHEREAS, as a result of the Village’s contribution under the aforesaid contract, the Town does not anticipate a tax levy within the proposed fire protection district for the first fiscal year of its operation; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Macedon will hold a public hearing on March 23, 2017 at 8:00 p.m. at the Macedon Town Hall, to consider the creation of a fire protection district, which shall include all parcels of land currently within the incorporated limits of the Village of Macedon;

 

BE IT FURTHER RESOLVED, the Town Clerk is hereby directed to cause the following notice of said public hearing to be published in the upcoming publication of the Times of Wayne County, a weekly newspaper of general circulation designated as the official newspaper of the Town of Macedon:

            NOTICE IS HEREBY GIVEN that a public hearing will be held by the Town Board of the Town of Macedon, Wayne County, New York at 32 Main Street, on March 23, 2017, at 8:00 PM, to consider the creation of a fire protection district in the Town of Macedon, which shall include all parcels of land currently within the incorporated limits of the Village of Macedon.  As a result of the dissolving Village’s contribution for fire protection, the Town does not anticipate a tax level within the proposed fire protection district for the first fiscal year of its operation.  All persons interested shall be heard at said public hearing.

RESOLVED the Town Clerk is authorized to advertise for sealed bids for the Macedon Village District Cemetery on a per trip basis for a one year contract.  Mowing specs to be provided by Highway Superintendent and available at the Town Clerk’s office Friday, March 10, 2017.

RESOLUTION NO. 85 (2017) 2017 MACEDON LANDFILL – MONITORING WELL ABANDONMENT/REPLACEMENT – TOWN OF MACEDON EXTRA WORK AUTHORIZATION NO.14 CHA PROJECT NO. 14280

RESOLVED the Board authorizes the Supervisor to sign the EWA for option 2 (replacement of damaged monitoring well) and transfer from fund balance to A1990.4 to cover expense of the project and not to exceed $4500.

RESOLUTION NO. 86 (2017) METHANE ADVISORY COMMITTEE FOR WASTE MANAGEMENT OF NEW YORK, LLC

WHEREAS, Waste Management of New York, LLC (“WMNY”) owns certain real property located in the Town of Perinton and the Town of Macedon, commonly known as High Acres Landfill and Recycling Center of Facility (the “Facility”); and

 

WHEREAS, the Facility generates excess landfill gas, which may be converted to electricity; and

 

WHEREAS, WMNY has offered to convey a portion of its excess landfill gas to the Town; and

 

NOW, THEREFORE, BE IT RESOLVED, the Town Board hereby establishes an advisory committee to study and report back to the Town Board on the feasibility of potential projects whereby the Town would utilize the landfill gas for economic development and any other potential benefits to the residents of the Town; and

 

BE IT FURTHER RESOLVED, the aforesaid advisory committee shall consist of five (5) members to be appointed by the Town Board.
