A Regular Meeting of the Town Board of the Town of Macedon held January

 28, 2010 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 7:30 P.M.

RESOLUTION NO. 42 (10) APPROVAL OF MINUTES

RESOLVED the Board approves the minutes of January 14, 2010       with the following correction:  Correct the date to reflect January 14, 2010.

CORRESPONDENCE:

The American Red Cross held their blood drive on 12/29/09.  They received 40 donations and helped 120 patients.

 

NYS DOT has completed their investigation of Route 31 between the Monroe/Wayne County line and the existing 45 mph speed limit easterly relative to the establishment of a lower speed limit.  They have determined that a 50 mph speed limit is justified on Route 31 between the Monroe/Wayne County line and Wilson Road. 

 

Sheriff Barry Virts would like to attend a town board meeting to meet the board members and discuss any Public Safety concerns in our town.  The Supervisor will schedule a time.

 

In view of the recent train/car accident on Quaker Road, the Supervisor informed the Board Mr. Sharp from Barnes Road previously contacted CSX regarding the condition of the highway-rail crossing at State Road 350 North.  CSX acknowledged receipt of his letter and informed him that his letter was forwarded to the appropriate department within CSX.  Additionally, a CSX representative would inspect the crossing and investigate his concern.  A follow-up letter dated October 17, 2009 stated his complaint was forwarded to the appropriate department, that a representative inspected the crossing and investigated his complaint.  It advised the crossing was scheduled for repair in September.

 

Thursday, January 21 a public informational meeting was held regarding the 2010 reassessment process in the Town of Macedon.  The Town of Macedon’s Assessor’s Office, aided by representatives from the NYS Office of Real Property Services hosted the meeting.  Only three (3) residents attended.

Supervisor Hammond attended the NIMS (National Incident Management System) training seminar in the County. 

 

RESOLUTION NO. 43 (10) LIBRARY BOARD ADVERTISEMENT

RESOLVED the Board authorizes the Town Clerk to continue to advertise for the Library Board Member position with term to expire 12/31/2013.

RESOLUTION NO. 46 (10)  AMBULANCE GRANT APPLICATION

RESOLVED the Town of Macedon will participate in the grant application for ambulance-shared services with the Village of Macedon, Village of Palmyra, Town of Palmyra and Palmyra Macedon Central Schools.  (Macedon being lead agent.)

RESOLUTION NO. 47  (10)  LIBRARY BOARD APPOINTMENT - JEFFERIES

RESOLVED the Town Board appoints Warren Jefferies to the Library Board of Trustees with term to expire 12/31/2012.

Bill Moore has stepped down from the Library Board of Trustees.  The Board acknowledged all his accomplishments and many years of service.

 

RESOLUTION NO. 48 (10) POLICE VEHICLE PURCHASE

BE IT RESOLVED that the Chief of Police is authorized to order a 2010 Police Chevy Tahoe Special Services vehicle as per the attached State OGS contract award #40410, at a cost not to exceed $30,200.00.  Purchase to be expensed from A3120.00 as budgeted.

RESOLUTION NO. 49 (10) POLICE LICENSE PLATE READER WARRANTY

BE IT RESOLVED that the Chief of Police is authorized to sign a two-year extended warranty agreement with ESLAG North America, the vendor for the Police Department License Plate Reader system.  The cost for the two-year warranty is $1,750 to be expensed from AF3120.200.

RESOLUTION NO. 50 (10) PARK RESERVE EXPENSES

RESOLVED the Macedon Town Board authorize expending monies from the Park Trust Expendable Fund TE 0093.070 to provide finish course topping, striping, landscaping and roofing on the concession stand located at Bullis Park, Canandaigua Road, Macedon, NY 14502 not to exceed $50,000.

RESOLUTION NO. 51 (10) BUILDING RESERVE EXPENSES

RESOLVED the Macedon Town Board authorize expending monies from the Building Reserve Fund A 0882 to reimburse expenditures for improvements made to the new Macedon Public Safety Building located at 1620 Wayneport Road, Macedon, NY 14502 during fiscal year 2009 and coded to A 1620.201 and AF 3120.200, AF 3120.400 in the amount of $25,145.74 and $20,238.42 respectively and be it further

 

RESOLVED the Macedon Town Board authorize expending monies from the Building Reserve Fund A 0882 for shower installation at the Macedon Public Safety Building for both the police and ambulance bases not to exceed $6,000.00 and be it further

 

RESOLVED this resolution is subject to permissive referendum pursuant to Section 6-c of the General Municipal Law for the Building Improvements Reserve Fund (Type).

RESOLUTION NO. 52 (10) MOWING BIDS

RESOLVED the Town Board authorizes the Town Clerk to advertise for mowing bids to include Bullis Park and Route 31 Greenway.

The Town has received a petition from Howard and Joyce Clark requesting a sewer district extension.  Mr. Clark formerly owned all the land involved but has since sold portions of the proposed district.  Attorney Villani will contact Mr. Rubery to include new owners as well before we proceed.

 

CVS, Cedar Liquor, Wal-Mart, Macedon Mobile Mart and Macedon Gulf Mart have been recognized by the Wayne County PROUD Partnership for their commitment to refuse alcohol sales to a minor.

 

RESOLUTION NO. 53 (10) EXECUTIVE SESSION

RESOLVED the Town Board enter Executive Session at 8:20 p.m. to discuss a particular personnel issue.
