A Regular Meeting of the Town Board of the Town of Macedon held October 9, 2008 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond 7:50 P.M.

Upon Roll Call, the following members of the Board were present:

An individual appeared before the Town Board with a complaint against Todd’s Towing.  911 dispatched Todd’s Towing to pick up a vehicle.  The vehicle was then towed to Jay’s.  When the owner requested the plates from Todd’s Towing unreasonable demands were made.  Todd’s has been removed from the 911 call list due to several complaints and the Town of Macedon’s.

RESOLVED the Town Board accepts the resignation of Sandra M. Smith as Town Assessor effective October 29, 2008.

RESOLUTION NO. 216 (08) POLICE WORKSTATION COMPUTER PURCHASE

BE IT RESOLVED the Chief of Police is authorized to purchase two workstation computers, HP Compaq dc5800 Micro tower, including a 19” LCD Monitor, and 4 year on-site warranty, as per attached specifications provided by the Wayne County IT Department, Purchase price is $761.00 each, for a total cost not to exceed $1,522.00 as budgeted, purchase to be expensed from A3120.400.

RESOLUTION NO. 217 (08) POLICE VEHICLE PURCHASE

As part of the Fleet Rotation of the Macedon Police Department, be it resolved that the Chief of Police is authorized to order a 2009 Crown Victoria Police Interceptor Patrol Vehicle, as per the NYS Bid pricing, purchasing price of the vehicle is $21,191.50 and be it further

 

RESOLVED the Chief of Police is also authorized to purchase the additional needed up-fit equipment with prior Town Supervisor approval not to exceed the project total of $27,980 as budgeted.  Purchase to be expensed from A3120.200.

RESOLUTION NO. 218 (08) SUPERIOR SECURITY SOLUTIONS CONTRACT

As part of the ongoing security upgrades in the Town Hall and the Town of Macedon Courts, be it resolved that the Town Supervisor is authorized to sign a contract with Superior Security Solutions for the purchase and installation of (2) Detex EAM-500 battery powered exit alarms, as per attached specifications.  Contract is not to exceed $430 to be expensed from AF3120.400.

RESOLUTION NO. 219 (08)  NYS ROUTE 31 CORRIDOR STUDY - BERGMANN

WHEREAS, the Town of Macedon applied for and was awarded through a competitive selection process $90,000 in Federal Highway Administration Metropolitan Planning funds on a reimbursement basis from the Genesee Transportation Council (GTC) to conduct the Macedon NYS Route 31 Corridor Study (the Study); and

 

WHEREAS, the Town of Macedon has committed $5,000 of its funds to match the Federal Highway Administration Metropolitan Planning funds; and

 

WHEREAS, the Town needs to acquire professional services in order to conduct the Study; and

 

WHEREAS, the Town publicly advertised for proposals for professional services in the New York State Contract Reporter on May 12, 2008; and

 

WHEREAS, the Town received ten (10) proposals complying with the requirements of the Request for Proposals; and

 

WHEREAS, the Town appointed a Steering Committee via board resolution on June 12, 2008 to oversee the completion of the study, including the consultant selection process; and

 

WHEREAS, based on their evaluations of the proposals and interviews with the three highest ranked firms, the Steering Committee consisting of members of the Town, Village, Wayne County Highway Department, GTC, and the NYS Department of Transportation concluded that Bergmann Associates, PC was best qualified to provide the needed services; and

 

WHEREAS, the price proposed by Bergmann Associates, PC to conduct the study is ninety-five thousand dollars ($95,000), which is within the available financial resources committed by GTC and the Town;

 

NOW THEREFORE BE IT RESOLVED, that the Macedon Town Board authorizes the Supervisor to sign a contract for services with Bergmann Associates for fee not to exceed $95,000, subject to Town Engineer and Town Attorney review and approval.

RESOLUTION NO. 220 (08)  WESTERN NY CONTRACTORS PAYMENT

BE IT RESOLVED that the final payment to Western NY Contractors be paid per the recommendation of Clough Harbor and pending confirmation of Town Engineer and Town Accountant.

Due to elevated costs involved in site preparation at 927 Victor Road, Wayne ARC will not develop an Individual Residential Alternative at this address.  Their intent is to continue their search for either a current home in Macedon or other available property to build on.

RESOLVED that Sue Datthyn be appointed as Assessor of the Town of Macedon effective October 29, 2008.
