A Regular Meeting of the Town Board of the Town of Macedon held March 22, 2007 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 7:30 P.M.

BE IT FURTHER RESOLVED the Town Board schedules a public hearing on April 12, 2007 at 7:45 p.m. to hear public comment on proposed Local Law No. 2 Amending the Zoning Map of the Town of Macedon.

RESOLUTION NO. 90 (07) FLAGPOLE REPLACEMENT

RESOLVED the Supervisor be authorized to purchase a 35’ flagpole from Fred’s Flags, which can be used with the existing foundation and includes the required ground sleeve for re-installation for a cost not to exceed $1,350 as per quote dated March 22, 2007 to be expensed from A1620.400.

RESOLUTION NO. 91 (07) CLOUGH HARBOUR – LANDFILL POST-CLOSURE MONITORING & MAINTENANCE PROGRAM

RESOLVED the Supervisor is authorized to sign a contract with Clough Harbour Associates for Landfill Post-Closure Monitoring and Maintenance Program for a one-year period beginning April 2007 through March 2008 at a cost not to exceed $27,100.

The Highway Department is currently working on signage, lawn work will start as soon as it dries out, street sweeping will begin on Monday and drainage projects are presently being assembled.

 

Wayne County Soil & Water Conservation District has limited funds remaining from their Rural Community Conservation Project.  This spring there will be cash grants up to $375 for the town to use towards the purchase of trees to be planted on public property (streets, parks, scenic areas, etc.).  Supervisor Hammond will meet with Highway Superintendent Roets.  Receipts must be in by May 31, 2007.

 

The Genesee Transportation Council has included the Town of Macedon in their GTC FY 2007-2008 Unified Planning Work Program as follows:

Task 7571 – Macedon NYS Route 31 Corridor Study, the project budget includes $90,000 in Federal funds for FY 2007-2008 to support this effort, which incorporates a feasibility assessment of replacing the Wayneport Road Bridge.

 

At the Wayne County Public Safety Committee Meeting on March 7, 2007 Mr. Lee reported the ALS car was called 89 times in the west and 43 times in the east.  Activity continues to increase in the western section of the County.  There is a man in a fly car stationed in Sodus, and the Board of Supervisors will vote next month on a fly car to be housed in Walworth.

 

Supervisor Hammond recommended hiring Rick Dodge at a rate of $15/hour not to exceed 20 hours per week to complete the Certificate of Need.

RESOLUTION NO. 92 (07)  CERTIFICATE OF NEED – AMBULANCE

RESOLVED the Supervisor be authorized to sign an employment contract with Rick Dodge not to exceed $300/week for work associated with Certificate of Need for ambulance not to exceed $7,500 subject to the Town Attorney’s Approval.

RESOLUTION NO. 94 (07)  POLICE CAR REPAIRS

RESOLVED the Town Board award police car repair bid for the 2004 white Crown Vic to Jay’s Auto Body of Macedon, Inc. at a cost not to exceed $845.00.

Discussion followed on the Village of Macedon Legal Notice that appeared in the Courier Journal on March 19, 2007.  A public hearing has been scheduled on March 28, 2007 for the purpose of transferring the balance of money in the Police Quarters Reserve in the amount of $75,853.48 plus accrued interest but does not specify where it is being moved to.  Supervisor Hammond was informed it would be moved to the General Fund and that the legal will have to be published again correctly with the public hearing reset.  Section 12 of the Local Finance Law states that money in a reserve fund can only be moved to another reserve fund or spent the way it was set up for after a permissive referendum.  It was the consensus of the Board for the Supervisor to bring this to Mayor Hoteling’s attention to avoid any illegalities.

 

Supervisor Hammond was requested to look into the reconciliation of the Police Department to determine the validity of a retirement bill plus late fees presented to the Town for payment by the Village.

RESOLVED the Supervisor be authorized to purchase 5 computers not to exceed $6000.

Councilperson David McEwen will look into estimates to contract for lawn maintenance to include fertilization and weed control on a regular basis for the Board to review.

 

Councilperson David Maul will research the cost for electronic postage and report to the Board.
