PLANNING BOARD

October 2, 2017

 

 

PRESENT:  Acting Chairman Tom Morrison, members Suzanne Airy, Kevin Rooney, Mark McEwen and Greg Whitney. Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Brandi Schutt.  Absent were Doug Allen and Mert Bartels.

 

Acting Chairman Morrison called the meeting to order at 7:30 p.m.

 

PUBLIC HEARINGS:

                      

Motion made by Kevin Rooney to waive the reading of the legal notice, seconded by Greg Whitney.  All in favor (Allen and Bartels absent); motion carried.

 

 

PB-07-17 Moose – Monroe Wayne County Line Road – Residential Site Plan Prelim/Final

 

Motion made by Kevin Rooney to open the public hearing, seconded by Suzanne Airy.  All in favor (Allen and Bartels absent); motion carried.

 

No one present to speak in favor or against.

 

Motion made by Kevin Rooney to close the public hearing, seconded by Greg Whitney.  All in favor (Allen and Bartels absent); motion carried.

 

 

PB-14-17 Speranza – 2980 Route 350 – One-lot realty subdivision

 

Motion made by Kevin Rooney to open the public hearing, seconded by Suzanne Airy.  All in favor (Allen and Bartels absent); motion carried.

 

No one present to speak in favor or against.

PB-15-17 Deisenroth – Quaker Road – One-lot realty subdivision

 

Motion made by Kevin Rooney to open the public hearing, seconded by Greg Whitney.  All in favor (Allen and Bartels absent); motion carried.

 

Mike Greene from Greene Land Surveying was present to represent the applicant. He explained that the application was for splitting the property on the North side of Quaker from the South side. He stated the applicant was looking to sell everything on the North side and continue maintaining the South side.

 

Jean Wells, the daughter of the land owner, was present to speak against the application. She stated that the Financial Guardian has not met the conditions of selling the property, she asked the board not to take action at this point. The board asked her to provide all the information she can to be forwarded to the Town Attorney.

 

The residents at 2631 Quaker Road were present to speak for the application. They explained that they are the potential buyers whose property connects to the North Property that’s looking to be split.

 

There was no one else present to speak in favor or against.

 

A Motion was made by Kevin Rooney to close the public hearing, seconded by Greg Whitney.  All in favor (Allen and Bartels absent); motion carried.

 

A motion was made by Kevin Rooney to table the application pending the Town Attorney review, seconded by Mark McEwen. All in favor (Allen and Bartels absent); motion carried.

 

 

NEW BUSINESS:

 

PB-14-17 Speranza – 2980 Route 350 – One-lot realty subdivision

 

Mike Greene from Greene Land Surveying was present to represent the applicant.  Mr. Greene informed the board that this is a simple realty subdivision splitting the parcel in half, and maybe adding a second home in the future. The board had no concerns with the proposal.

 

Motion made by Kevin Rooney to issue a negative declaration on SEQRA, seconded by Suzanne Airy.  All in favor (Allen and McEwen absent); motion carried.

 

Motion made by Kevin Rooney to grant Realty Subdivision approval, seconded by Greg Whitney.  All in favor (Allen and McEwen absent); motion carried.

 

 

OLD BUSINESS:

 

PB-07-17 Moose – Monroe Wayne County Line Road – Residential Site Plan Prelim/Final

 

John Moose was present to address the board on behalf of his parents. He explained that the original plans were to have the house sit 165 feet back from the road with a raised bed septic in the front. He mentioned the new plan consists of the house being 100 feet from the road with a conventional septic in the rear but everything else is exactly the same as the first set of plans.

 

Motion made by Kevin Rooney to issue a negative declaration on SEQRA, second by Greg Whitney.  All in favor (Allen and McEwen absent); motion carried.

 

Motion made by Kevin Rooney to grant Preliminary and Final Site Plan approval, seconded by Greg Whitney.  All in favor (Allen and McEwen absent); motion carried.

 

 

NEW BUSINESS:

 

PB-17-17 Keller – Wayneport Road – Three-lot realty subdivision & site plan

 

Mike Greene from Greene Land Surveying was present to address the board.  Mr. Greene informed the board that Mr. Keller is seeking a three-lot realty subdivision and sketch plan approval. The board just asked that he add street trees to the site plans.

 

Motion made by Kevin Rooney to grant Sketch Plan approval, seconded by Greg Whitney.  All in favor (Allen and McEwen absent); motion carried.

 

PB-16-17 Morrison – Eddy Road – One-lot realty subdivision & site plan

 

Tom Morrison recused himself from participating in this business item due to a conflict of interest.

 

Mike Greene from Greene Land Surveying was present to address the board on behalf of the applicant.  Mr. Greene explained that Mr. Morrison owns a little over 6 acres and he would like to split the land up.  The board had no concerns with the proposal.

 

Motion made by Kevin Rooney to grant Sketch Plan approval, seconded by Greg Whitney.  All in favor (Allen and McEwen absent, Morrison abstain); motion carried.

 

PB-18-17 Zeilenski – West Walworth Road – Three-lot realty subdivision & site plan

 

Don Lewis, an Engineer from A.E.Y, was present to address the board on behalf of the applicant.  Mr. Lewis explained that the Zeilenski’s currently live at the property and are looking to divide it into three separate lots for their children to build future homes.

 

Motion made by Kevin Rooney to grant Sketch Plan approval, seconded by Suzanne Airy.  All in favor (Allen and McEwen absent); motion carried.

 

MINUTES:

 

A motion to approve the 09-06-17 minutes was made by Greg Whitney, seconded by Suzanne Airy.  All in favor (Allen & Bartels absent); minutes approved.

A motion to adjourn the meeting was made by Suzanne Airy, seconded by Kevin Rooney.  All in favor (Allen & Bartels absent); meeting adjourned at 8:11 p.m.
