PLANNING BOARD

April 3, 2017

 

 

PRESENT:  Chairman Doug Allen and members Suzanne Airy, Mark McEwen, Kevin Rooney and Greg Whitney.  Also present were Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Mert Bartels, Tom Morrison and Town Councilman David McEwen.

 

Chairman Allen called the meeting to order at 7:30 p.m.  A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Bartels & Morrison absent); motion carried.

 

PUBLIC HEARING:

 

PB-03-17 – Parish of St. Katharine Drexel – 50-52 Main Street – One-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Bartels & Morrison absent); motion carried.  Greg Bell of BME Associates was present on behalf of the applicant.  There was no one else to speak for or against this application.  A motion to close the public hearing was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Bartels & Morrison absent); motion carried.

 

NEW BUSINESS:

 

PB-03-17 – Parish of St. Katharine Drexel – 50-52 Main Street – One-lot realty subdivision – Preliminary & final – Greg Bell of BME Associates was present to address the Board.  He distributed revised subdivision maps showing an existing sanitary sewer easement that was not included on the first maps submitted.  The applicant wishes to split off a second house on the church’s property.  Town Engineer Allen stated the proposed setbacks meet the Code, and it appears from tax maps that the two buildings may have been on individual parcels in the past.  Mr. Bell noted that the two lots do have separate water and sanitary sewer services.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Suzanne Airy.  All in favor (Bartels & Morrison absent); motion carried.  A motion to grant preliminary & final approval for a one-lot realty subdivision as presented on the revised map.  All in favor (Bartels & Morrison absent); motion carried.

 

PB-04-17 – Wyman – 3125 Kittering Road – Three-lot realty subdivision & residential site plans – Sketch – Don Lewis of A.E.Y. Engineering and property owner Kim Wyman were present to address the Board.  Ms. Wyman is proposing three (3) new residential lots of 2+ acres each with frontages and access on Furman Road.  She also indicated they may reduce these lots slightly to retain more land with the existing house at 3125 Kittering Road.  A motion for sketch plan approval was made by Kevin Rooney, seconded by Greg Whitney.  All in favor (Bartels & Morrison absent); motion carried.

 

MINUTES:

 

A motion to approve the 03-20-17 minutes was made by Suzanne Airy, seconded by Greg Whitney.  All in favor (Bartels & Morrison absent); minutes approved.

 

 

ADJOURNMENT:

 

A motion to adjourn the meeting was made by Suzanne Airy; seconded by Kevin Rooney.  All in favor (Bartels & Morrison absent); meeting adjourned at 7:50 p.m.
