TOWN OF MACEDON

PLANNING BOARD

June 9, 2014

 

 

PRESENT:  Chairman Doug Allen and members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush.

 

Chairman Allen called the meeting to order at 7:32 p.m.  A motion to waive reading the Legal Notice was made by Greg Whitney, seconded by Kevin Rooney.  All in favor; motion carried.

 

PUBLIC HEARING:

 

PB-05-14 – Merante – Victor Road – One-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Tom Morrison.  All in favor; motion carried.  Donald Lewis, AEY Engineering, was present on behalf of the applicant.  There was no one else to speak for or against this application.   A motion to close the public hearing was made by Kevin Rooney, seconded by Greg Whitney.  All in favor; motion carried.

 

NEW BUSINESS:

 

PB-05-14 – Merante – Victor Road – One-lot realty subdivision – On behalf of the applicant, Don Lewis of AEY Engineering addressed the Board regarding this request.  His client wishes to subdivide 2.54 acres from a 138+ acre parcel.  The main parcel has frontage on Canandaigua and Victor Roads.  The new lot would contain the Victor Road frontage.  This request is for subdivision only; there is no site plan approval requested.  Proposed lot meets the requirements for size and dimensions, and it was noted there is a flood plain on the parcel.  The Wayne County Planning Board found no intermunicipal or countywide impact and returned the application to be handled as a local matter.  However, they did comment on:  (1) The presence of Federal wetland and FEMA flood zone areas; (2) The need to configure the lot with enough area to contain a septic system and construct a driveway that will meet sight distance requirements; and, (3)  Future plans (if any) for the remaining acreage.  Board members questioned if this would be a buildable lot, and the Town Engineer noted that the requested action would allow subdivision only, not site development.  It is possible that a neighbor would be purchasing the new lot, and if so, would merge it with their parcel.  A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.  A motion to approve this one-lot realty subdivision as submitted was made by Kevin Rooney, seconded by Tom Morrison.  All in favor; motion carried.

 

ZBA REFERRAL:

 

Z-05-14 – NMM, LLC – 1503 Canandaigua Road/Route 31 (Macedon Commons Plaza) – Area Variance – Section 135-191-A – Size & height of freestanding sign – The plaza owner would like to rebuild the existing pylon sign, making it slightly larger in size and height.  This rebuild would utilize the existing base and upright columns but would allow more tenant sign panels with a new top.  Sign would be internally lit, as at present.  It was also noted there would be a name change for the plaza from Macedon Commons to Cedar Creek Commons.  A motion for a positive recommendation to the ZBA was made by Tom Morrison, seconded by Greg Whitney.  All in favor; motion carried.

 

MINUTES:

 

A motion to approve the 05-12-14 minutes was made by Mert Bartels, seconded by Kevin Rooney.  All in favor; minutes approved.

A motion to adjourn the meeting was made by Tom Morrison, seconded by Suzanne Airy.  All in favor; meeting adjourned at 8:00 p.m.
