TOWN OF MACEDON

PLANNING BOARD

January 10, 2011

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.   Also present were Town Councilman David McEwen (via video conference), Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Mert Bartels.

 

Chairman Allen called the meeting to order at 7:30 p.m.

 

NEW BUSINESS:

 

PB-01-11 – Beckenbach – 1116 Route 31 – Commercial site plan – Log-in & sketch – Applicant James Beckenbach and Engineer Don Lewis of AEY Enterprises were present to explain this application.  The subject parcel is 3.04 acres and is zoned General Commercial.  Mr. Beckenbach has a purchase offer on the property subject to site plan approval.  He is proposing two additions to the existing building to accommodate the relocation and expansion of his business, Infinite Audio.  The addition to the west would contain offices and showroom space, and the addition at the back would house the service/installation operation.  There is an existing sewer lateral off the rear of the building.  Minimal site grading will be done, and a SWPPP will not be required.  Variances have been received from the ZBA for front setback and expansion of a non-conforming building (application Z-06-10).  Retail space in the current building will be renovated and leased to a tenant, and an existing apartment will be maintained as a residence.  The building also has two overhead doors which will be used as access to the new service area.  Applicant would like to renovate the existing building first, bringing in a tenant, and then begin construction of the expansion space.  There will be dedicated parking (slant) along the front with an additional stone parking area in the rear.  Board discussed number of parking spaces needed (tenant, residence, expanded business) and asked that an additional area be defined for future use if warranted.   Board requested the front parking area be paved with pavement extending to the back line of the building.  Rear parking areas could be left as stone.  A rough front elevation of the building was presented.  Applicant is in the process of hiring an architect and will have more detailed renderings, including landscaping, at the next meeting.  A motion to grant sketch plan approval was made by Greg Whitney, seconded by Kevin Rooney.  All in favor; motion carried.

 

TOWN BOARD REFERRAL:

 

RZ-01-10 – AEY/P & B Development – Macedon Center Road – Rezoning AR-40 to ORM – Engineer Don Lewis and owner Mike Young of AEY were present to explain this proposal.  The parcel is 152.3 acres with approximately 79.7 acres to be rezoned to ORM. The balance would remain AR-40.  There is a cell tower on the property as well a high-tension power line and a natural gas line with appropriate easements.  An abandoned building would be demolished as part of the development project.  AEY is currently having an environmental study done, and a survey will be done in the near future.  SEQR will be done at the Town Board level.  Five residential lots are proposed in an AR-40 section along Macedon Center Road.  A berm would be installed between this residential area and the rezoned ORM.  The ORM lots would be for sale or lease and aimed at small businesses such as landscapers.  The first phase of development would include the residential lots and three (3) industrial lots.  Mr. Young would relocate his own business, AEY, to one of the industrial lots.  Specific site development issues were deferred until such time as an application comes before this Board.  A motion was made by Kevin Rooney, seconded by Tom Morrison, for a positive referral to the Town Board on this rezoning application (AR-40 to ORM) as presented.  All in favor; motion carried.

A motion to approve the 12-13-10 minutes was made by Suzanne Airy, seconded by Mark McEwen.  All in favor; minutes approved.
