PLANNING BOARD

September 11, 2006

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Brian Gagne, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki, Town Engineer Scott Allen and Board Clerk Susan Bush.

 

Chairman Allen called the meeting to order at 7:31 p.m.  Motion was made by Mert Bartels, seconded by Kevin Rooney, to waive reading the legal notice as it appeared in the Times.  All in favor; motion carried.

 

PUBLIC HEARING:

 

PB-11-06 – Bowe Farms, Inc. – 704 Hook Road – One-lot realty subdivision – Motion was made by Brian Gagne, seconded by Kevin Rooney, to open the public hearing.  All in favor; motion carried.  Applicant Robert Bowe was present to explain this application.    There was no one else to speak for or against this application.  Motion to close the public hearing was made by Brian Gagne, seconded by Kevin Rooney.  All in favor; motion carried.

 

 

OLD BUSINESS:

 

PB-11-06 – Bowe Farms, Inc. – 704 Hook Road – One-lot realty subdivision – Preliminary & final – Applicant Robert Bowe stated they wish to subdivide a 1.34 acre lot containing the house & barn from this 100+ acre farm.   All required property setbacks are met for the new lot.  Board members noted the lot size would not be sufficient for keeping large animals such as horses.  Motion for negative SEQR declaration was made by Mert Bartels, seconded by Kevin Rooney.  All in favor; motion carried.  Motion was made by Brian Gagne, seconded by Kevin Rooney, to grant one-lot realty subdivision as submitted.  All in favor; motion carried.

 

 

OTHER BUSINESS:

 

Newcomb Oil Co. – 1116 Route 31 – Rick Brown of Newcomb Oil asked for input from the Planning Board regarding fill at their Route 31 operation.  At present they have a permit for filling .9 acres.  Due to availability of more fill than anticipated, the limits of the permit are being reached.  Grading & seeding of the site should be done within the next 10 days.  The septic system has been disconnected, and the building is now on the municipal sewer.  Newcomb would like to fill an additional .75 acres.  Board members reminded the applicant of the approvals needed, and that the existing fill site should be graded, seeded & mulched with the permit closed before submitting any new request.

 

Alpco Recycling – 846 Route 31F – As information, Town Engineer Scott Allen provided the Board members with a rough site sketch of a proposed office building for Alpco.  Site plan layout and septic design would be done as part of the building permit application.

Motion to approve the 08-14-06 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor; minutes approved.

 

Motion to approve the 08-28-06 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor; minutes approved.
